Quebec updates immigration processing fees for 2023

Quebec updates immigration processing fees for 2023

Quebec pilots

The following is an outline of the updated fees for processing immigration applications to Quebec for both permanent and temporary stays as of January 1, 2023.

Every year, Quebec’s Ministry of Immigration, Francisation and Integration (MIFI) updates its list of fees for immigration programs on the provincial level. Although the increase in fees for 2022 was credited to a 2.64% increase in the Quebec consumer price index, the province noted that “the 3% adjustment [in 2023] corresponds to the increase proposed by the Minister of Finance of Quebec and is not based, as usual, on the consumer price index of Quebec.”

Those interested in immigrating permanently to Quebec through an economic program are required to submit an application for a Quebec Selection Certificate (CSQ). This can be accomplished through the Quebec Skilled Worker Program (QSWP), the Quebec Experience Program (PEQ) or one of several Quebec Business Immigration programs. Only then are they able to apply to the federal government for permanent residence.

Meanwhile, foreign nationals wishing to work or study in Quebec temporarily are required to apply for a Quebec Acceptance Certificate (CAQ) with the provincial government. Once they receive their CAQ, these individuals can proceed with submitting a temporary work or study permit application to the Government of Canada.

The fees outlined below are applicable to Quebec’s provincial application processing only. Additional fees may be required at the federal application processing stage.

Alberta ends agreement to hold immigration detainees

Related information

Alberta’s government has provided written notice to the federal government that it is ending an agreement with the Canada Border Services Agency (CBSA) to use provincial correctional centres to house people being detained on immigration matters.

The change comes in response to concerns about using correctional facilities to hold people who haven’t been charged with a criminal offence, nor convicted of one.

“Immigration legislation is the federal government’s responsibility – and the care and custody of people detained on immigration matters should be as well. People who come to Canada for a fresh start and a new life deserve a better welcome than a jail cell while paperwork is sorted out. That is why we are also calling on all provinces to join us in ending this practice.”

Mike Ellis,公共安全和紧急服务部长_Mike Ellis, Minister of Public Safety and Emergency Services_

The current agreement to house immigration detainees was signed in 2006. In September 2020, the provincial government notified the federal government of its intention to end the agreement on March 31, 2021, but subsequently agreed to further extensions in response to requests from the federal government.

On March 21, 2022, the provincial government granted a federal government request to extend the current agreement until March 31, 2023. Notice provided to federal Public Safety Minister Marco Mendicino via letter on Dec. 22, 2022, gives the federal government an additional three months – until June 30, 2023 – to make alternate arrangements for CBSA detainees in provincial facilities.

17。Between April 1, 2022, and Oct. 31, 2022, the number of immigration detainees in provincial facilities has averaged 15 people a day. The daily average in 2021-22 was 22 people; in 2020-21, the daily average was 17.

Sicilian-born chef Roberto Marotta brings flavours of his homeland to Toronto

For Chef Roberto Marotta, it was love at first sight. His now wife and business partner Jacqueline Nicosia was visiting family in Sicily when they met, and he decided to follow his heart, and dive into a new culture.

But Nicosia was from Toronto and decided she wanted to move back to where she grew up and invited her Sicilian fiancé to return home with her. Marotta had never thought of immigrating to Canada, but was willing to dive into a new culture and a new life.

“I’ve always been very adventurous in my career. You never know in life until you try and I was in love, so it made it easy,” he says.

He was met with 9 cm of snow on the ground and -10 C weather. “It was interesting,” says Marotta. “I got the feeling it would be a challenge to adjust.”

Back home in Italy, Marotta ran a successful restaurant on the water in Milazzo in Sicily called ‘Mood’ that specialized in the region’s cuisine. He wanted to continue to share his love for his country’s food and culture in his new home, Toronto. But he was now starting from scratch, and was going to have to learn everything about the produce, meats and seafood available here. Knowing he had to get some boots on the ground to figure out how the restaurant scene worked, Marotta began working for a few restaurants.

The most interesting to Marotta was the very different and very short seasons in Toronto. For fresh fruits and vegetables, the season goes from beginning of June to the end of September, a much more concentrated growing season than what Marotta was used to in Italy.

Aside from the seasonality of fresh foods here, Marotta was struck by how different the restaurant supply chain is from what he was used to in Italy. While running his restaurant in Sicily, Marotta knew local fisherman personally and would meet them at the boat daily. “The fisherman, the farmer, they became your friend.” In Toronto, the supply chain requires a lot more logistics management to ensure high quality ingredients. You cannot simply walk down to the dock to get fresh fish. Instead, seafood is flown overnight from all over the world. This global way of supplying the restaurant was new to Marotta, who was used to having direct personal contact with product suppliers.

Marotta took on a few partnership ventures that ultimately failed. “Some people promised me a partnership, developing the concept, designing the menu. Three times it (failed) before I finally decided I can’t do this for other people,” says Marotta. His wife quit her job and the two decided to open their own restaurant, one that would allow Marotta to showcase the flavours of his homeland, Sicily.

“My son was three years old. We’d just bought a house. It was a risky time but I think it was the right thing to do,” he says.

Ardo, named after Marotta’s son, Leonardo, who couldn’t quite pronounce his full name as a toddler and called himself “Ardo”, opened in 2016. The restaurant is located in the King Street area of Toronto, close to the St. Lawrence Market.

When Marotta struggled to find some of the quality ingredients he was used to using back home, he and his wife launched Vivi Imports, named after their daughter Vivienne, to bring fine ingredients from Sicily to Canada. These authentic Sicilian products, such as olive oils, sauces and chocolates, are not only used in their restaurants, but are sold in fine foods stores across the GTA.

Marotta has even found a way to recreate the structure of relationships he had with suppliers back home. “I now have direct contact with a fisherman in Newfoundland. He has three or four boats. He’ll call me and say this is what we caught. It will be in Toronto in the next 48 hours.” Marotta also has a Portuguese supplier who he sources seafood from. “It flies overnight,” he says.

The public response to Ardo’s opening has been positive since day one. “A lot of my customers have travelled a couple of times a year to Italy. They have a sense of what elevated Italian cuisine can be.”

Marotta says he is often greeted by customers who are delighted to return to Toronto and seeing something that has the level of quality of what they had in Italy. Ardo was even named one of Toronto Life’s favourite Italian restaurants.

After the success of Ardo, Marotta decided to open a second restaurant, called Dova. Located in Cabbagetown, Toronto, the restaurant opened in August 2020.

Although Marotta has been no stranger to road blocks including COVID delaying his second restaurant’s opening, failed partnership ventures and navigating a new work culture, he attributes his success to his perseverance.

“When you immigrate, when you move from another place, it’s going to be a challenge. Everything is going to be new and different. You have to have an open mind,” he says.

But the choices can be complicated. Which accounts? Where? Who will best understand your needs as a newcomer? Banking in Canada is likely to be quite different from banking in your home country.

What Bank Accounts Will You Need in Canada?

The best way to begin your Canadian banking journey is by opening three important types of accounts: a chequing account, a savings account, and a credit card. We will explain all three of these in detail below.

To open these accounts, you’ll first need to provide some basic forms of identification verifying your legal name, as well as your Canadian address and phone number in order to complete your account profile. You will be asked to show official government identification, such as a passport, driver’s license or another form of government-issued ID, and for certain things you may also need to provide your landing papers, study permit or work permit.

Here are two simple steps to take to begin banking in Canada:

Step 1: Understand the difference between a Chequing and a Savings account in Canada – and how to use them

In Canada, there are two types of personal deposit accounts: a chequing account, and a savings account. Most new Canadians may want both. Let’s do a quick comparison between the two.

A chequing account is an account used for regular, daily transactions. This includes buying groceries, paying bills, rent as well as auto-deposit transactions such as having your employer deposit your salary directly into your account. Your account can be accessed through a debit card to withdraw cash from Automated Teller Machines (ATMs) or bank branches, and can be used to make purchases in stores and through online shopping.

Chequing accounts generally don’t pay interest. They may include a monthly fee along with a fee for transactions, such as withdrawals, cheques, bill payments, and purchases. Look for a chequing account that includes the right number of monthly transactions you think you will need. Even better, you will find some chequing accounts that come with unlimited transactions, such as the TD Unlimited Chequing Account – a great option if you think you may have a lot of transactions.

A savings account is used for setting aside money you don’t need right away. For example, you may wish to save for education, buying a home, paying for a vacation or a wedding, and for when the unexpected happens – like a car breakdown. Unlike chequing accounts, savings accounts do pay you interest, so only withdraw from them wisely for a rainy day or a life milestone. The money you leave in this account will gain interest – that’s extra money that will grow in your account to help you save for your future goals.

You can choose from one of TD’s three savings accounts to achieve your savings goals:

TD Every Day Savings Account
TD ePremium Savings Account
TD High Interest Savings Account

Step 2: Apply for a Canadian credit card

A credit card is a card that can be used to make purchases, pay bills or depending on the card, withdraw cash. The simplest way to think of a credit card is as a type of short term loan. When you open a credit card account, your credit card company gives you a set credit limit. Based on that limit, your credit card allows you to borrow funds to make purchases and pay for them later.

Getting a Canadian credit card has many advantages. Having good credit is important in Canada as it may assist you when applying for a home mortgage, a loan, or renting a home or apartment. A good way to build credit is to apply for a credit card. Using your credit card regularly and paying it off each month can help to build your credit history. Having a credit card also makes it easy for you to make purchases and, in some cases, receive rewards on what you spend.

If you’re looking for your first Canadian credit card, it’s important to understand how different cards work and how to use them to your advantage.

TD offers a wide variety of credit cards with different perks and exciting rewards.
